Abstract
هدفت هذه الدراسة إلى تشخيص واقع الإدارة الالكترونية العدالة ودورها في عصرنة الإدارة،من خلال التعرف على
تبنيها لتكنولوجيا المعلومات والاتصال في ممارستها الإدارية الإلكترونية،وآليات تنفيذها في الجزائر،مع الإشارة إلى نموذج قطاع
العدالة في الجزائر،كما تناولت أهم معوقات نجاح المشروع الالكتروني وأهم فرص نجاحه.
توصلت هذه الدراسة إلى ان تطبيق الإدارة الإلكترونية يعد جوهر العصرنة التي أطلقتها الدولة الجزائرية لتحسن الخدمة
العمومية المقدمة من قبل قطاع العدالة من خلال إرساء منظومة معلوماتية تسمح بتقديم الخدمات في وقت وجيز والاستغناء
عن بعض الإجراءات التي تثقل كاهل المواطنين كما تجسدت العصرنة من خلال إستعمال الوثائق الإلكترونية والاستغناء
التدريجي عن الدعائم الورقية والاعتماد على التصديق الإلكتروني، وكذلك إعتماد أسلوب الإدارة الالكترونية في تسير ملف
الموارد البشرية التابعة للقطاع، واعتماد المحادثات المرئية عن بعد أثناء سير الإجراءات القضائية، وكذا إستحداث نظام المراقبة
الالكترونية، وبذلك يكون قطاع العدالة في الجزائر نموذج اللتسيير الالكتروني للمرفق العام،وقد أوصت الدراسة بضرورة
توعية الموظفين والمواطنين بأهمية الادارة الإلكترونية،مع الاستفادة من النماذج والتجارب العالمية الناجحة..
The use of information and communication technology in administrative performance has
become an inevitable necessity due to the great advantages it has enjoys, for this reason countries
have competed in order to exploit and use it, to move from traditional administration to electronic
administration, and keep pace with the rapid global developments, especially in the management of
public facilities.
This study aimed to diagnose the reality of the electronic management of the justice sector
and its role in modernizing the administration, by identifying its adoption of information and
communication technology in its electronic administrative practice, and the mechanisms of its
implementation in Algeria, with reference to the model of the justice sector in Algeria. It also
addressed the most important obstacles to the success of the electronic project and the most
important chances of success.
This study concluded that the application of electronic administration is the essence of
modernization launched by the Algerian state to improve the public service provided by the justice
sector through the establishment of an information system that allows the provision of services in a
short time and dispenses with some of the procedures that burden the citizens, as modernization was
embodied through the use of documents The gradual dispensation of paper props and reliance on
electronic certification, as well as the adoption of the electronic management method in the
management of the human resources file of the sector, the adoption of remote visual conversations
during the course of judicial procedures, as well as the development of an electronic monitoring
system, thus making the justice sector in Algeria a model for the electronic management of the
facility The study recommended the necessity of educating employees and citizens about the
importance of electronic management, taking advantage of successful global models and
experiences.
