| dc.description.abstract | تعد حماية البيئة وتحقيق التنمية المستدامة اليوم من القضايا الجوهرية في السياسات العامة الحديثة، وذلك نظراً لضرورة إيجاد توازن بين النمو الاقتصادي والحفاظ على الموارد الطبيعية. وفي هذا السياق، يبرز "الوالي" كفاعلٍ محوري على المستوى المحلي، بصفته ممثلاً للدولة والمكلف بتنفيذ القوانين واللوائح المتعلقة بالبيئة والتنمية المستدامة. وهو يمارس صلاحيات متعددة، لا سيما في مجالات الضبط الإداري البيئي، ومراقبة الأنشطة الملوثة، وحماية الصحة العامة، والمشاركة في تهيئة المجال الترابي. وتُظهر الدراسة أن فعالية دور الوالي تعتمد، بشكل أساسي، على التنسيق بين مختلف الفاعلين المحليين، وكذلك على الموارد البشرية والمادية المتاحةEnvironmental protection and the pursuit of sustainable development have become fundamental issues in modern public policy, driven by the need to strike a balance between economic growth and the preservation of natural resources. In this context, the *Wali* (regional governor/prefect) emerges as a pivotal actor at the local level, serving as the state’s representative and the official tasked with implementing laws and regulations pertaining to the environment and sustainable development. The *Wali* exercises a range of powers, notably in the areas of environmental administrative regulation, the monitoring of polluting activities, the protection of public health, and participation in territorial spatial planning. The study indicates that the effectiveness of the *Wali*’s role depends, fundamentally, on coordination among various local stakeholders, as well as on the human and material resources available. | |
