Abstract
يعبر التدخل الانساني عن العمل الانساني الذي يقوم به المجتمع الدولي لمواجهة الضرورات المرتبطة بحماية حقوق الانسان فهو يسعى إلى تخفيف ووقف المعاناة الانسانية ,أو في حالة وجود انتهاكات خطيرة لحقوق الانسان ومثل هذه الانتهاكات تتطلب عملا سريعا وفعالا لتغطية الحاجات الانسانية الناتجة عنها .ولاتقتصر ممارسة التدخل الانساني على زمن الحرب أو السلم بل أنه يباشر في كلتا الحالتين .حيث يتحدد في زمن الحرب في مواجهة الكوارث الطبيعية من خلال المساعدات الانسانية , والدفاع عن حقوق الانسان فضلا عن الحالتين المشتركتين بين السلم والحرب .وهي مواجهة الابادة الجماعية وحماية حقوق الأقليات .
Humanitarian intervention expresses the humanitarian action undertaken by the international community to confront the necessities associated with the protection of human rights. It seeks to alleviate and stop human suffering, or in the event of serious violations of human rights. Such violations require rapid and effective action to cover the humanitarian needs resulting from them. The practice of humanitarian intervention is not limited to In times of war or peace, it begins in both cases. In times of war, it is limited to confronting natural disasters through humanitarian aid, and defending human rights, in addition to the two cases common between peace and war, which is confronting genocide and protecting the rights of minorities
