| dc.description.abstract | ومن خلال هذا المقال نحاول توضيح أهم آليات تطبيق مبادئ الإعلان والمنافسة في المشتريات العامة. كما نتعرف على الجانب العملي لكيفية تطبيق مبادئ المشتريات العامة المتمثلة في حرية الوصول إلى النظام العام وشفافية الإجراءات والمساواة في معاملة المرشحين. وبعد ذلك نتعرف على الممارسات التي تحد من المنافسة في هذا المجال. وأخيراً نعرض أهم نقطة في هذا البحث والمتمثلة في توضيح المبادئ التطبيقية الجديدة والتي في رأينا يجب أن تؤخذ بعين الاعتبار من أجل الحفاظ على التطبيق الصحيح لمبادئ الإعلان والمنافسة. Through this article, we try to clarify the most important mechanisms for the application of the principles of advertising and competition in public procurement. We also get to know the practical side of how to apply the principles of public procurement represented by freedom of access to public order, transparency of procedures and equality in the treatment of candidates. After that we get to know the practices that restrict competition in this area. Finally, we present the most important point of this research, represented in the clarification of new applied principles which, in our opinion, must be taken into consideration in order to maintain a correct application of the principles of advertising and competition.. | |
