| dc.description.abstract | تعتبر الدراسات المستقبلية أحد المداخل المهمة المعتمدة في تطوير التخطيط الاستراتيجي لأي دولة في شتى المجالات، ولم تقف الدول العربية بمنأى عن هذه التحولات المعرفية إذ قامت بتفعيل جهودها للحاق بهذا الركب المعرفي سيما في سنوات الثمانينات والتسعينيات، وارتبطت جهودها بداية بالتغير الذي صاحب مفاهيم التنمية بوصفها عملية محورية تقوم عليها وتسعى لتحقيق مستويات عليا فيها، وبذلك فقد عملت على تطوير دراسات مستقبلية تتواءم –نسبيا- مع خصوصيتها المجتمعية وامكانياتها ومواردها، بالإضافة إلى رؤاها المستقبلية، إلا أن ما ميز مختلف المبادرات أنها ظلت محتشمة ولا تتوافق والأهداف المسطرة. Prospective studies are one of the important approaches adopted in the development of strategic planning of any country in various fields, Arab countries haven’t been immune from these cognitive transformations, they have exerted their efforts to catch up on this knowledge curve, particularly in the 1980s and 1990s. Their efforts have been linked to the concepts of development as a central process on which they are based, so they have worked to develop future studies that fit proportionally with their community specificity, potential and resources, in addition to their future visions, however, the various initiatives were modest and did not correspond to the underlined goals. | |
