| dc.description.abstract | بالنظر للحاجة لتطوير الاستثمارات وزيادتها كما ونوعا، أصدر المشرع الجزائري عديد النصوص القانونية والتنظيمية في مجال تشجيع الاستثمار، والتنازل عن الأملاك الوطنية الخاصة للدولة لانجاز مشاريع استثمارية، لكنها لن تكون ناجحة دون نصوص منظمة لرخصة البناء عليها تتميز بخصوصية إزالة كل العقبات والصعوبات والإجراءات البيروقراطية في إصدارها. With regard to the continuous need to develop the investments and enhance their quality and quantity, the Algerian legislator has issued a set of legal and regulatory texts to promote investment and has assigned the private national properties of the state to build investment projects. However the assignment operation will not be successful without putting in place texts to ensure the organization of the construction license, these texts consist in removing all obstacles, difficulties and bureaucratic procedures accompanying the issuance of the construction license. ا | |
