| dc.description.abstract | تُعدّ جريمة اختطاف الأطفال من أخطر الجرائم التي تُهدد سلامة الأطفال واستقرار المجتمع، إذ تستهدف الفئة الأكثر ضعفًا نظرًا لهشاشتها وعجزها عن الدفاع عن نفسها. وتتنوع دوافع مرتكبيها بين طلب الفدية والاستغلال الجنسي والاتجار بالأعضاء وغيرها، مما يجعل هذه الجريمة متعددة الأبعاد. وتؤثر هذه الظاهرة سلبًا على الأطفال وأسرهم نفسيًا واجتماعيًا، وتُزعزع الأمن والاستقرار داخل المجتمع. ورغم وجود قوانين تحمي الأطفال، إلا أن بعض التشريعات بحاجة إلى تطوير وتطبيق أفضل لمكافحة هذه الجريمة بفعالية. لذلك، تتطلب مكافحة اختطاف الأطفال جهودًا متكاملة تشمل تشديد العقوبات، وتعزيز التنسيق بين الجهات الأمنية والقضائية والاجتماعية، ورفع الوعي الاجتماعي، وتقديم الدعم النفسي للضحايا. كما يلعب استخدام التكنولوجيا والبرامج التعليمية دورًا مهمًا في الوقاية من حالات الاختطاف والكشف المبكر عنها. وفي نهاية المطاف، تُعدّ حماية الأطفال مسؤولية جماعية أساسية لضمان مستقبل آمن ومستقر للأجيال القادمة.Child abduction is one of the most serious crimes threatening children's safety and societal stability. It targets the most vulnerable groups due to their vulnerability and inability to defend themselves. The perpetrators' motives vary, from ransom demands to sexual exploitation and organ trafficking, making this a multidimensional crime. This phenomenon negatively impacts children and their families psychologically and socially, undermining security and stability within society. Although laws protecting children exist, some legislation needs to be developed and better implemented to effectively combat this crime. Therefore, combating child abduction requires integrated efforts that include harsher penalties, enhanced coordination between security, judicial, and social agencies, raising social awareness, and providing psychological support to victims. The use of technology and educational programs also plays an important role in preventing and detecting abductions. Ultimately, protecting children is a fundamental collective responsibility to ensure a safe and stable future for future generations. | |
