Abstract
الملخص : إن النظرة التي رافقت المدن الجديدة ومنذ أن كانت مجرد أفكار، أنها الحل الملائم لإيجاد مدن تخلو من المشاكل التي تعاني منها المدن العادية، تطبق فيها آخر الأبحاث والنظريات العمرانية والاجتماعية والاقتصادية والسياسية والبيئية، وبالتالي من المفروض أن تمثل بعد الانتهاء من بنائها نموذجا عمرانيا مستداما متفوقا على ما يحيط به، نموذجا هدفه تحقيق تنمية حضرية مستدامة تجمع ما بين استدامة الموارد الطبيعية والاستدامة التقنية والاقتصادية والاجتماعية، والتي يعتبر التوزيع العادل للفرص والخدمات من أهم محاورها.
حيث شهدت الجزائر ومنذ الاستقلال عدة مشاريع لمدن جديدة تخدم أهداف وسياسات مختلفة، منها ما هو مؤطر قانونا ومنها ما فرضته معطيات ومتطلبات ذلك الوقت، مثل مدينة علي منجلي بولاية قسنطينة والتي تعتبر حاليا أهم مدينة جديدة في الجزائر، حيث حاول المخططون والمسيرون الذي اشرفوا على انجاز مخططات وبرامج هذه المدينة، على استغلال الفرص المتوفرة ومواجهة التحديات المفروضة لضمان التوزيع العادل خاصة للخدمات الحضرية التي تقدمها لسكانها.
Summary : The notion accompanying new cities, even since they were mere ideas, is that they are the appropriate solution to create cities devoid of the problems experienced by regular cities. They are supposed to apply the latest research and urban, social, economic, political, and environmental theories, and thus, upon completion, they should represent a sustainable urban model surpassing their surroundings. Their goal is to achieve sustainable urban development that combines natural resource sustainability with technological, economic, and social sustainability, with fair distribution of opportunities and services being one of its main axes.
Algeria has witnessed several projects for new cities serving different goals and policies since independence. Some are legally framed, while others were imposed by the circumstances and requirements of the time. For example, Ali Mendjeli City in the province of Constantine is currently considered the most important new city in Algeria. The planners and managers overseeing the implementation of plans and programs for this city have attempted to exploit available opportunities and confront imposed challenges to ensure fair distribution, especially of urban services provided to its inhabitants.
