| dc.description.abstract | تهدف هذه الورقة البحثية إلى الإحاطة بالنقاط المضيئة والنقاط المظلمة من برامج البناء الريفي الموجهة للقضاء على البناء الفوضوي والمعتمدة من قبل وزارة السكن والتعمير والمدينة في إطار سياسة صناعة البناء بشقيها الحضري والريفي انطلاقا من سنة 2002 . ولقد توصلنا إلى ان البناء الريفي يعدّ كبرنامج ضروري لامتصاص البناء الفوضوي لكنه غير كافي إذ يتطلب أن يتبع ببرامج أخرى تجعل في مجملها الريف كمناطق جذب لسكانه بعدما كانت طاردة له. كما توصلنا بأن البناء الريفي المجمع في شكل تجزئات قد لاقى استحسانا وقبولا لدى المواطنين أفضل من البناء الريفي الفردي المبعثر. This research paper aims to capture the bright spots and the dark spots of the rural construction programs directed to eliminate chaotic construction and approved by the Ministry of Housing, Construction and the City within the framework of the construction industry policy, both urban and rural, starting in 2002. We concluded that rural construction is a necessary program to absorb construction. It is anarchic, but it is not sufficient, as it requires that it be followed by other programs that make the countryside as areas of attraction for its residents after it was repelling it. We also found that the combined rural construction in the form of fragments has been better accepted and accepted by the citizens than the scattered rural construction | |
