| dc.description.abstract | تتناول هذه المذكرة أهمية المقاربة التشاركية كآلية حديثة لتفعيل التنمية المستدامة، من خلال تعزيز مشاركة المواطنين، المجتمع المدني، والقطاع الخاص في صناعة القرار العمومي المحلي. وقد بّينت الدراسة أن التنمية المستدامة لا تتحقق فقط بالبرامج المركزية، بل تتطلب انخراطا فعلًيا لمختلف الفاعلين من القاعدة نحو القمة. ركز البحث على التجربة الجزائرية، موضًحا أن التشريعات الحالية تشّجع على المشاركة، لكن التطبيق العملي لا يزال يواجه عدة عراقيل، أبرزها البيروقراطية، ضعف ثقافة الحوار، وقلة الامكانيات. كما أن غياب التنسيق بين المجالس المنتخبة والإدارة المركزية يعرقل فعالية العمل التشاركي. خلصت الدراسة إلى أن النهوض بالتنمية المستدامة يستوجب تفعيل المقاربة التشاركية عبرتوفير آليات مؤسساتية واضحة، تكوين الفاعلين المحليين، وضمان شفافية وفعالية التسيير. إن نجاح التنمية المستدامة مرهون بمدى إشراك المواطن كشريك ال كمجرد مستفيد.This memorandum addresses the importance of the participatory approach as a modern mechanism for implementing sustainable development, by enhancing the participation of citizens, civil society, and the private sector in local public decision-making. The study demonstrated that sustainable development is not achieved solely through centralized programs, but rather requires the active involvement of various stakeholders from the bottom up. The study focused on the Algerian experience, demonstrating that current legislation encourages participation, but practical implementation still faces several obstacles, most notably bureaucracy, a weak culture of dialogue, and a lack of resources. The lack of coordination between elected councils and the central administration also hinders the effectiveness of participatory action. The study concluded that promoting sustainable development requires activating the participatory approach by providing clear institutional mechanisms, training local stakeholders, and ensuring transparent and effective management. The success of sustainable development depends on the extent to which citizens are involved as partners, not merely beneficiaries. | |
