| dc.description.abstract | عتبر الحكومة الالكترونية عاملا أساسيا في إصلاح الدولة ،لذلك تم إطلاق مشروع الجزائر الكترونية كفكرة ظهرت في 2008،وتجسدت بمشروع الجزائر الكترونية في 2013 ،وقد برزت تحديات الحكومة الالكترونية من حيث الكفاءة الإدارية والخدمات المقدمة من جهة ،ومن جهة أخرى ضمان امن و موثوقية المعلومات المتبادلة بين المستخدمين والإدارة والسماح للمستخدمين بتنفيذ إجراءاتهم الإدارية الكترونيا، حاولنا من خلال هذه الورقة البحثية التعرف على الاطار النظري لمفهوم الحكومة الالكترونية،وتسليط الضوء على مفهوم ادارة الجودة الشاملة التى ترتبظ بتطوير وتحسين المهام لانجاز عملية ما ،ابتداء من المورد "الممول"إلى المستهلك "العميل"بحيث يمكن إلغاء المهام غير الضرورية أو المكررة التي لا تضيف إي فائدة للعميل،كاسلوب جديد تطبقه الحكومة الرقمية الجديدة. تصنيف JEL: Abstract: Through this research paper, we have tried to identify the theoretical framework for the concept of e-government, and to highlight the concept of total quality management that desires the development and improvement of tasks to complete a process, starting from the "funded" supplier to the "customer" so that unnecessary or duplicate tasks can be canceled Which does not add any benefit to the customer, as a new method applied by the new digital government Keyword; The electronic government.
