| dc.description.abstract | تعد جريمة الاتجار غير مشروع بالمواد الصيدلانية من اخطر الجرائم التي عرفت انتشارا واسعا في الآونة الاخيرة من حيث دوافع و اسباب ارتكابها . وتتجسد خطورة هذه الجريمة في المتاجرة بالمواد الصيدلانية ذات الخصائص المؤثرة عقليا او بتعبير اخر المخد ا رت اذ اصبحت تشغل الراي العام بما لديها من خطورة على المجتمع . ونظرا لارتفاع حالات هذه الجريمة في الجزائر اصدر المشرع على غرار باقي التشريعات قانون ادرج فيه احكام هذه الجريمة بدءا من الانتاج الى عملية التوزيع والبيع للمواد الصيدلانية سواء كان بالجملة او بالتجزئة و هو قانون 04 / 18 الذي تضمن في فحواه قواعد اج ا رئية تحول دون وقوع الجريمة وبتكاثف جهود كافة الهيئات العمومية من اجل وضع اجراءات واستراتيجيات ردعية للحد من جريمة الاتجار الغير بالمواد الصيدلانية The crime of illicit trafficking in pharmaceutical substances is one of the most serious crimes that have become widespread recently in terms of the motives and reasons for its commission. The seriousness of this crime is embodied in the trafficking of pharmaceutical substances with psychotropic properties, or in other words, drugs, as it has become a preoccupation with public opinion due to its danger to society. In view of the high incidence of this crime in Algeria, the legislator, similar to other legislation, issued a law in which the provisions of this crime were included, starting from the production to the process of distribution and sale of pharmaceutical materials, whether wholesale or retail. This is Law 18/04, which includes in its content procedural rules that prevent the occurrence of the crime and the intensification of efforts. All public bodies in order to develop deterrent procedures and strategies to reduce the crime of illicit trafficking in pharmaceutical substances. | |
