| dc.description.abstract | نتج عن التطور االتصالي والتكنولوجي العديد من التطبيقات أثرت بدرجة كبيرة على عدة مجالات خاصة منها الإدارية والإجتماعية والاقتصادية للدولة ومن أهمها ظهور الحكومة الالكترونية والتجارة الالكترونية و عن بعد عن طريق تبني الذي كان من أهم أثارهما ظهور مايسمى التقاضي الالكتروني أو رفع الدعوى إجراءات قضائية بسيطة وسريعة إلنهاء النزاع، خاصة أن النموذج التقليدي لرفع الدعاوي القضائية يعكس مجموعة متتالية من الاجراءات التي تستغرق وقتا طويال. والجزائر لم تكن بمنأى عن هذا الطريق من خلال نص المشرع على رقمنة مرفق القضاء، خاصة ما يتعلق منها بالتقاضي الالكتروني تكريسا منه لمزيد من الضمانات التي تتجسد أساسا في معالجة وتسهيل اللجوء للقضاء وتبسيط إجراءاته من خالل تنظيم ذلك في ثالث فصول من القانون١٥-٠٣ بعصرنة الإدارة.
