Abstract
تُعتبر الديمقراطية التشاركية نموذجًا حديثًا ومتطورًا للممارسة الديمقراطية، وقد شرعت عدة دول، منها الجزائر، في تطبيقها كوسيلة لتجاوز الأساليب التقليدية في صنع القرار. ويعتمد هذا الشكل من الديمقراطية على إشراك المواطنين ومختلف أصحاب المصلحة في صياغة السياسات العامة وصنع القرار من خلال آليات متعددة، كالاستشارات وحق الوصول إلى المعلومة. وتساهم هذه المشاركة في تعزيز الشفافية وتحقيق العدالة ومنح المواطنين دورًا فاعلًا في تحديد أولويات التنمية المحلية. ورغم أن الدستور الجزائري أقر مبدأ المشاركة في الحكم المحلي ضمن الإصلاحات التشريعية الأخيرة، إلا أن الواقع يكشف عن العديد من العقبات التي تعيق تطبيقه على أرض الواقع. ولا يزال ضعف التنسيق بين أصحاب المصلحة، ومحدودية الموارد، والمركزية الإدارية، تشكل تحديات كبيرة أمام تفعيل هذا النموذج الديمقراطي. لذلك، يمكن القول إن الديمقراطية التشاركية المحلية قادرة على دفع عجلة التنمية، شريطة وجود آليات فعالة تضمن مشاركة حقيقية ومنظمة للمواطنين في صنع القرار المحلي.Participatory democracy is a modern and advanced model of democratic practice. Several countries, including Algeria, have begun implementing it as a means to move beyond traditional decision-making methods. This form of democracy relies on the involvement of citizens and various stakeholders in formulating public policies and making decisions through various mechanisms, such as consultations and the right to access information. This participation contributes to enhancing transparency, achieving justice, and granting citizens an active role in determining local development priorities. Although the Algerian Constitution recognized the principle of participation in local government as part of recent legislative reforms, the reality reveals many obstacles that hinder its implementation on the ground. Weak coordination among stakeholders, limited resources, and administrative centralization continue to pose significant challenges to the implementation of this democratic model. Therefore, it can be said that local participatory democracy has the potential to drive development, provided effective mechanisms are in place to ensure real and organized citizen participation in local decision-making.
