Abstract
تتعلق هذه الدراسة بحرية التعبير عن الرأي من خلال الوسائل التكنولوجية الحديثة، كالإنترنت
وتطبيقاته،إذ أن التعبير عن الرأي لم يعد يقتصر على الوسائل التقليدية له، حتى أن هذه الوسائل التقليدية تكاد تتلاشى هذه الأيام مع سرعة انتشار الإنترنت وتطوره.
وفي سبيل ذلك قدمت الدراسة موضوعا عن حرية التعبير عن الرأي، من خلال التعريف بمفهومها وبيان أهميتها وعلاقتها بالمبادئ الدستورية ،وبينت الدراسة كيفية استخدام التكنولوجيا في مجال حرية التعبير وأهميته، وذلك بالتعريف بالانترنت كأهم معالم التطور التكنولوجي،وبيان دوره كوسيلة سريعة للمعلومات واستخدامه في مجال حرية التعبير ،وكذلك دوره في المجال الإعلامي واثر ذلك في حرية التعبير عن الرأي .
This study concerns freedom of expression of opinion by modern technological means, such as the Internet and its applications, because expression of opinion is no longer limited to traditional means, even these traditional means are almost disappearing nowadays with the speed of diffusion and development of the Internet.
To this end, the study presented a theme on freedom of expression, defining its concept and clarifying its importance and relation to constitutional principles.
The study showed how to use technology in the field of freedom of expression and its importance, defining the Internet as the most important feature of technological development, and showing its role as a rapid medium of information and its use in the field of freedom of expression, as well as its role in the field of the media and its impact on freedom of expression.
