| dc.description.abstract | إن القرار الإداري يعد من أهم الوسائل القانونية التي يخولها القانون للإدارة ممارسة عملها بهدف تحقيق المصلحة العامة، ولكن مع ظهور عصر المعلومات والتقدم التكنولوجي ظهرت وسائل قانونية حديثة، ومن بينها القرار الإداري الإلكتروني. حيث إن القرار الإداري الإلكتروني يختلف عن القرار الإداري العادي من حيث المفهوم والخصائص والأركان الشكلية والموضوعية، كما يتميز عنه من حيث الآثار القانونية التي يرتبها والمتمثلة في إنفاذ وتنفيذ القرار الإداري الإلكتروني مقارنة بالقرار العادي. ومقارنة بالقرار الإداري الإلكتروني الذي قد يترتب عليه مشكلات في النظام الإلكتروني. والنتيجة التي توصلنا إليها من خلال هذا البحث هي أنه على الرغم من الاختلاف بين القرارين إلا أنهما يسعيان إلى تلبية خدمات المواطنين بشكل عام.The administrative decision is among the most important legal means authorized for the administration to carry out its work in order to achieve the public interest ،but with the advent of the information age and technological progress ،modern legal means have emerged ،including the electronic adminstrative decision . As the electronic adminstrative decision differs frome the ordinary adminstrative decision in terms of concept ، characteristics , and formal and substantive pillars , as it is distinguished from it in terms of the legal effects that it arranges represented in the enforcement and implementation of the electronic administrative decision compared to the ordinary decision .The electronic administrative decision compared that may result in problems in the electronic system . The conclusion that we reached through this research is that ,despite the difference between the two decisions ,they seek to meet the services of citizens in general . | |
