| dc.description.abstract | يعتبر الفساد الإداري ظاهرة متجذرة في العديد من الدول سواء الدول النامية أو المتقدمة لما له من آثار سلبية على مختلف مجالات الحياة الاقتصادية والاجتماعية والسياسية كما يضعف سيادة القانون ويعتبر من الآفات المهددة للأمن الإجتماعي والنمو الاقتصادي لذلك تناولنا تعاريفه ومختلف الأسباب الرئيسية المسببة للفساد الإداري ومظاهره وصوره والآثار المترتبة عنه ولمحاربته تم تشكيل مؤسسات دولية متمثلة في منظمة الشفافية والاتفاقيات الدولية وصندوق النقد الدولي والمجتمع المدني أما المؤسسات الوطنية المتمثلة في الهيئة الوطنية والديوان المركزي ومجلس المحاسبة وكذا خلية الاستعلام المالي لما لها من دور فعال في مكافحة الفساد الإداري.Administrative corruption is a deeply rooted phenomenon in many countries, both developing and developed, due to its negative impact on various aspects of economic, social, and political life. It also weakens the rule of law and is considered a threat to social security and economic growth. Therefore, we have addressed its definitions, the various main causes of administrative corruption, its manifestations and forms, and its consequences. To combat it, international institutions have been formed, including the Transparency International, the International Conventions, the International Monetary Fund, and civil society. National institutions, represented by the National Authority, the Central Court, the Audit Council, and the Financial Intelligence Unit, play an effective role in combating administrative corruption. | |
