:الملخص
إن الحاجة التي أدت إلى تطوير الإدارة العمومية إلى إدارة الكترونية حديثة، هي القضاء على مظاهر الضعف والبطء في أداء الخدمة العمومية، وسوء تسيير إدارة الموارد العامة للدولة، حيث اصبح الانتقال من الإدارة التقليدية إلى نظام الإدارة الإلكترونية، يعتبر ضرورة حتمية تفرضها
التغيرات الحاصلة في دول العالم، في مختلف المجالات الاقتصادية الاجتماعية والسياسية. وكغيرها من دول العالم اتجهت الجزائر إلى الاهتمام بكيفية استخدام تكنولوجيا المعلومات، من أجل عصرنة المؤسسات العمومية والإدارة المحلية، بهدف تطوير الوظائف الإدارية، وتحسين تقديم الخدمات للمواطن، واسقاطا على الواقع تم دراسة دور الإدارة الالكترونية في تطوير الإدارة العمومية في بلدية خنشلة ولتحقيق هذا الهدف، تم الاعتماد على الاستبيان من خلال تصميم استمارة الجمع المعلومات من عينة مكونة من 38 موظفا، وفي ضوء ذلك جرى جمع وتحليل البيانات واختبار الفرضيات تم استخدام الحزمة الإحصائية للعلوم الاجتماعية (Spss) اضافة إلى المنهج الوصفي والتطيلي لتحليل نتائج الدراسة والعلاقات بين متغيراتها، حيث تم الاعتماد على الأساليب الإحصائية المتمثلة في المتوسط الحسابي والانحراف المعياري، ومعامل ألفا كرومباح لثبات الاستبيان.

Abstract: The need that has led to the development of public administration for modern electronic management is to eliminate weaknesses and delays in the performance of the public service and the mismanagement of the public resources of the State. The transition from traditional administration to the e-governance system has become an imperative imposed by changes in the world ' s countries, in various economic, social and political .
Like other countries in the world, Algeria has taken an interest in how to use information technology to modernize public institutions and local administration, with a view to developing administrative functions and improving the provision of services to citizens.
In fact, the role of electronic management in the development of public administration in the municipality of Khinchila was studied. To that end, the questionnaire was drawn upon through the design of a form for the collection of information from a sample study of 38 staff. In the light of this, data were collected and analysed, hypotheses were tested and the statistical package for social sciences (Sps) was used. The descriptive and analytical approach was used to analyse the results of the study and the relationships between its variables. Statistical methods of calculation and standard deviation were used, and the Alpha Krombach coefficient was calculated to verify the consistency of the questionnaire.
The study found that in recent years there had been a marked improvement in the performance of public administration agencies, using e-management applications, as in the case of the Khinchila municipal administration, but that reaching the highest levels of satisfaction still needed further development.
