Abstract
ساهمت عدة متغيرات وأبعاد سياسية واقتصادية واجتماعية في إحداث طفرة نوعية في مجال هذه التقنيات
الإلكترونية أو ما يعرف بالرقمنة حيث يتطلب تشخيص واقع الرقمنة في الجماعات المحلية وموقع الجزائر من التحول
الرقمي،لربط دور هذا الأخير في تحسين جودة الخدمة العمومية، باعتبار أن العمليات الإدارية أصبحت أكثر تعقيدا
للتحول من الأعمال الإدارية التقليدية العاجزة عن إرضاء المواطن إلى خدمات رقمية تتسم بالسرعة والكفاءة العالية
وهذا جاء نتيجة عدة إرهاصات وتجارب تقنية ناجحة في مجتمعات أكثر تطورا تحم ضرورة خوض غمار التجربة
الرقمية في الجزائر.
واهم ما توصلت إليه الدراسة هو أن التكنولوجيا والمعلومات والاتصال ساهمت بشكل كبير في تحسين وتفعيل
جودة الخدمات الإلكترونية لمؤسسة.
Several variables and political, economic and social dimensions have
contributed to a qualitative leap in the field of these electronic
technologies or what is known as digitization, which requires
diagnosing the reality of digitization in local communities and
Algeria’s position on digital transformation, to link the role of the latter
in improving the quality of public service, given that administrative
processes have become more Complicating the transformation from
traditional administrative work incapable of satisfying the citizen to
digital services characterized by speed and high efficiency.
The most important finding of the study is that technology, information
and communication contributed significantly to improving and
activating the quality of electronic services for an institution.
