Abstract
للمرافق العامة دور هام في تمكين جمهور المرتفقين من مختلف الخدمات المتسمة بالتطور الأمر الذي يتطلب من الدولة مسايرتها بشكل مستمر وهذا مرتبط وجودا وعدما بقدرتها المالية، وعلى الرغم من أهمية هذه الأخيرة في تقديم الخدمات العمومية من خلال إنجاز المرافق الضرورية لذلك إلا أن جودة هذه الأخيرة لا يقف عندها، بل يتطلب أمورا في الكادر البشري القائم بها وهنا يبرز جليا أن الإدارة بالقيم ستكون أحد سبل تكريس مفهوم الأداء في الخدمة العمومية وهو أمر هام جدا تسعى الدول لتجسيده عمليا بكل السبل المتاحة لأن الخدمة العمومية أداة تنفيذ الأهداف الإنمائية فيها .
Public services within the state play an important role in offering a various services and requirements to the public. These services and requirements are characterized by their continuous development; as such it requires the state to keep up continuously with them, and this depends on its financial ability. Despite the importance of the financial aspect in providing the public services by presenting the necessary facilities, but the quality of these services doesn’t rely only on the financial aspect but it requires many other things especially the human frame. Here appears clear that the management by values will be a mean for consecrating “performance” notion in the public service which is very important and all countries are seeking to bring it into practice with all the available means since the public service is the tool to implement the development goals.
