| dc.description.abstract | يرتبط تحقيق السياسة الاستثمارية في الدولة بقوانين نوعية تعالج موضوعات هامة تتصل بالاستثمار ، وتؤثر فيه بصفة مباشرة و منها قوانين الملكية العقارية و تنظيم استغلال العقار هذا الأخير- العقار - الذي يتحكم الى حد بعيد في تحقيق و تجسيد هذه السياسة . و قد اهتمت جل قوانين العالم بتنظيم الملكية العقارية عن طريق سن قوانين تنظم كل التصرفات التي ترد عليها ، باعتبار أن العقار يعتبر عاملا أساسيا لتحريك القدرة الاقتصادية ، و أصبحت إشكالية العقار تثور بحدة لأنه عنصر أساسي في ترقية و تطوير الاستثمار و التنمية المستدامة للبلاد ،و قد توجهت الجزائر إلى تبني سياسات و برامج تنبثق من استراتيجيات التنمية الاقتصادية و الاجتماعية بغية التغلب على مجموعة من الصعوبات التي تعترض مسيرة التنمية الصناعية ، و قد أخذ المشرع بعين الاعتبار مساهمة العقار الصناعي في التنمية الاقتصادية للبلاد . Achieving the investment policy in the state is linked to specific laws that address important issues related to investment and directly affect it, including real estate ownership laws and regulating the exploitation of the latter property - real estate - which largely controls the implementation and embodiment of this policy. Most of the world's laws have focused on regulating real estate ownership by enacting laws that regulate all transactions related to it, considering that real estate is considered an essential factor in stimulating economic capacity. The problem of real estate has become acute because it is an essential element in the promotion and development of investment and sustainable development of the country. Algeria has moved to adopt policies and programs that emerge from economic and social development strategies in order to overcome a group of difficulties that obstruct the process of industrial development. It has taken The legislator takes into account the contribution of industrial real estate to the economic development of the country. | |
