Abstract
تثير الهجرة غير الشرعية التي شهدت تزايدا كبيرا لأسباب عديدة اجتماعية، واقتصادية وسياسية، إشكالات كبيرة لاسيما من الناحية الأمنية والاقتصادية والاجتماعية، الأمر الذي أفرز توجه الدول لإصدار نصوص قانونية وإبرام اتفاقات لمكافحة الهجرة غير الشرعية، لاسيما بعد أحداث 11 سبتمبر 2001. تهدف دراستنا لتحديد مفهوم للهجرة غير الشرعية، وآليات مكافحتها في كل من الجزائر والاتحاد الأوروبي، باعتبارها تنطوي على استخدام لوسائل غير قانونية للانتقال من دولة لأخرى، مخالفة بذلك القوانين التي وضعتها الدول لتنظيم حركة الدخول والخروج من حدودها.
Illegal immigration has known a significant increase in the last decades due to several social, economic and political reasons. This latter has raised major problems as regards security, economics and social aspects leading countries to issue regulations and ratify conventions to combat illegal immigration especially after events of September 11th, 2001. This paper aims at defining the concept of illegal immigration and mechanisms put in place to combat it in both Algeria and the European Union, as it involves illegal ways to move from one country to another and violates the laws established by countries to manage the movement of people through their borders
