| dc.description.abstract | تستكشف هذه الدراسة الدور المحوري للاحترافية العسكرية لدى الجيش الوطني الشعبي الجزائري، باعتباره صمام أمان أساسياً لحماية الأمن القومي في ظل المتغيرات الدولية المتسارعة والأزمات العالمية المعقدة التي أعادت صياغة مفاهيم القوة. ويُبرز البحث نجاح المؤسسة العسكرية في الربط بين التصور الشعبي -المتجذر في الإرث التاريخي للمقاومة- وبين الرؤية الاستراتيجية المعاصرة التي تتبنى "الدفاع النشط" أداةً رئيسيةً لإرساء دعائم الردع العسكري، بشقيه المعنوي والمادي. وعلاوة على ذلك، تتناول الدراسة مسارات التمكين التكنولوجي وتوطين الصناعات الدفاعية لمواجهة القيود الجيوسياسية والتهديدات الناشئة في الفضاء الرقمي؛ مؤكدةً أن فعالية هذا التحديث لا تتحقق إلا بوجود كادر عسكري شجاع يمتلك العقيدة والقدرة على التصدي لأنماط الحروب الهجينة وحروب "المنطقة الرمادية". وتخلص الدراسة إلى أن الاحترافية العسكرية تشكل درعاً واقياً ضد أي محاولات تخريبية أو أعمال هدّامة تستهدف تماسك الدولة، مما يضمن استقلالية القرار السيادي الجزائري ودورها القيادي في الحفاظ على السلم والأمن الإقليميين والدوليين.This study explores the pivotal role of military professionalism within the Algerian People's National Army, positioning it as a fundamental safeguard for national security amidst rapidly shifting international dynamics and complex global crises that have redefined the concepts of power. The research highlights the military institution's success in bridging public perception—rooted in the historical legacy of resistance—with a contemporary strategic vision that adopts "active defense" as a primary tool for establishing military deterrence, encompassing both its psychological and material dimensions. Furthermore, the study examines pathways toward technological empowerment and the localization of defense industries to counter geopolitical constraints and emerging threats in the digital realm; it emphasizes that the effectiveness of this modernization relies on a courageous military force possessing the doctrine and capability to confront hybrid warfare and "gray zone" conflicts. The study concludes that military professionalism serves as a protective shield against subversive attempts or destructive actions targeting state cohesion, thereby ensuring the independence of Algeria’s sovereign decision-making and its leadership role in maintaining regional and international peace and security. | |
