| dc.description.abstract | يركز البحث على الوضع الراهن وآفاق التحول الرقمي في الجزائر كأداة لمكافحة الفساد. ويستعرض الاستراتيجية الرقمية للحكومة، بما في ذلك الإطار الرقمي الوطني، وإنشاء مركز بيانات حكومي، وهيئات التصديق الإلكتروني، وتطوير شبكة اتصالات رقمية دولية. كما يحدد الفصل الأهداف الاستراتيجية -مثل وضع إطار قانوني وتطوير الموارد البشرية- ويناقش التحديات القائمة، كالمحددات التقنية، ونقص الكفاءات، والثغرات التشريعية. وفي الختام، يقترح الفصل توجهات مستقبلية، مثل تعزيز الشفافية وتطوير البنية التحتية وتدريب القوى العاملة، إلى جانب تبني تقنيات ناشئة كالذكاء الاصطناعي، وذلك بهدف الحد من الفساد بشكل أكبر.This research focuses on the current state and prospects of digital transformation in Algeria as a tool for combating corruption. It examines the government’s digital strategy, including the national digital framework, the establishment of a government data center, the creation of electronic certification authorities, and the development of an international digital communications network. The chapter also outlines strategic objectives—such as establishing a legal framework and developing human resources—while discussing existing challenges, including technical limitations, a shortage of skilled personnel, and legislative gaps. Finally, it proposes future directions, such as enhancing transparency, improving infrastructure, and training the workforce, alongside the adoption of emerging technologies like artificial intelligence, all with the aim of further curbing corruption. | |
