| dc.description.abstract | نظرا لأهمية المشتريات العامة في تحقيق برامج التنمية الشاملة، فإنها تتعرض لمختلف مظاهر الفساد من خلال مراحل إبرامها وتنفيذها تخضع لضوابط عديدة فيما بينها، والسيطرة القبلية، سواء كانت داخلية، وتمارس من خلال لجنة فتح العروض وتقييمها من قبل فحص وتحليل ومراقبة تنفيذ العروض أو الخارجية، وتمارسها لجان المشتريات، ويتم إحداث هذه الأخيرة على مستوى كل مصلحة مقاولة، وهدفها مطابقة الصفقات العمومية مع التشريعات والتنظيمات النافذة. والرقابة المالية ممثلة بالمراقب المالي والمحاسب القانوني، وذلك من خلال فرض الرقابة على تصرفات الأمر بالصرف من خلال منح التأشيرة أو عدم منحها إذا كان مثل هذا التصرف مخالفاً للنظام والتشريعات المعمول بها.
