Abstract
الملخص : بالرغم من وجود الإطار القانوني والتقني والمؤهلات البشرية للتعمير، إلا أن البناء المخالف (غير المخطط وغير الشرعي) وتشويه النسيج العمراني يتفاقم يوما بعد يوم على حساب النواحي الفنية والجمالية للمدينة ومقوماتها، أخطاء قد سببت خللا كبيرا في حسن تنمية وترقية مدننا في الجزائر، ومدينة قسنطينة من بين المدن الجزائرية التي تعاني من هاته الإشكالية.
إن المدن قد تعرضت للتغييرات وتحولات جذرية عن طريق الاعتماد على التصنيع الذي ساعد بدوره على زحف التحضر وزيادة حاجيات السكان إلى المرافق والخدمات المختلفة خاصة الخدمات الاجتماعية.
والصحة تعتبر عنصر أساسي في الميدان الاجتماعي، لذا فان التوزيع الصحي العادل في الإقليم (توزيع المرافق والتجهيزات الصحية) يضمن توفير العلاج لكل أفراد المجتمع، وتجنب تركيز وحصر الخدمات الصحية في المناطق والمدن الكبرى، بسبب ازدحام هذه الأخيرة، وعليه يجب ربطها بمقاطعات صحية أخرى قريبة مع توفر برنامج صحي متطور من أجل تبني أسلوب وسياسة صحية تتماشى مع المتطلبات الجديدة المرتبطة. السوق والتي لها دور في تحول وتطور ونمو الدولة.
abstract : Although , there are lams and technical and human resources for construction , illegal building and the destruction of the urbain zone keeps growing day after day instead of the artistic and beautiful views of our city , mistakes that have made a big unbalance in the developing and evolution in our algerian cities .
the city of constantine is one of these cities which suffer from this problems .
Cities has exposed to changes and complete makeovers which are relied to manufacturing which helped for the crowhing and the raising of people's need for public spaces and different services especially the social .
Health is considred as the main element in the social field , so the fair distribution of medical services in the region garanties the supply of cure for all the citizens and the avoidance of manupulation of medical services in the big cities and countries , because of that we should connect the suburbs to the nearest medical countries with developed health schedule for adopting a style and a medical policy follows the requirments which
is related to the economy of the country , and this last one has a major role in the transforming , growing and the developing of the country .
