| dc.description.abstract | يعتبر نظام التمثيل النسبي المقترن بعتبات انتخابية أحد أهم الوسائل التي تلجأ إليها الدول من اجل أن تضبط مشاركة الأحزاب السياسية في العملية الانتخابية في مرحلة أولى، وفي مشاركتها في عملية توزيع المقاعد في مرحلة ثانية، وذلك حتى تتوصل في نهاية المطاف إلى التقليل قدر الإمكان من الأحزاب الممثلة داخل هاته المجالس المنتخبة. فكثرة الأحزاب السياسية كما نعلم له تأثيرات سلبية على المجالس المنتخبة ذلك انها تؤدي الى عجزها عن القيام بمهامها على أكمل وجه. وتأتي دراستنا هاته من اجل بيان مختلف تأثيرات العتبات الانتخابية على الأحزاب السياسية في مختلف دول العالم سواء الإيجابية منها او السلبية. The proportional representation system coupled with the electoral thresholds is considered one of the most important means that countries use, firstly, to control the participation of political parties in the electoral process, secondly, their participation in the allocation process of seats and finally to reduce as much as possible the parties represented inside these councils in order to avoid, when they are numerous, their inability to carry out their tasks to the fullest.
