Abstract
تهدف هذه الورقة البحثية إلى تسليط الضوء على أهمية توجه الدولة الجزائرية إلى الاستثمار في رسكلة أو تدوير النفايات، والتي يتم من خلالها معالجة الوضع البيئي من خلال تثمين وتسيير ومعالجة النفايات بجميع أشكالها، وتحويلها من كارثة بيئية واجتماعية إلى استثمار يساهم في دعم الاقتصاد الوطني، وخلق ثروة اقتصادية مضافة ويوفر مناصب شغل. وتوصلت الدراسة إلى ضرورة استحداث مؤسسات مصغرة لإعادة تدوير النفايات الصناعية واستغلالها، في الوقت الذي تنتج الجزائر أطنانا من النفايات الصناعية سنويا لمختلف المواد، بالموازاة مع حملات التوعية والتحسيس تجاه المواطن، لإكسابه ثقافة بيئية تجنبه مخالفة قوانين البيئة خاصة فيما يتعلق بالرمي العشوائي للنفايات، بالإضافة إلى فتح المجال للخواص والمستثمرين في إطار جمع ونقل وفرز وتدوير النفايات.
This paper aims to highlight the importance of the Algerian state to invest in
recycling or recycling of waste, through which the environmental situation is
addressed through the valuation, management and treatment of waste in all its
forms, and transform them from an environmental and social disaster to an
investment that contributes to supporting the national economy, creating an added
economic wealth and providing jobs.
The study concluded the need to develop mini-institutions for the recycling and
exploitation of industrial waste, while Algeria produces tons of industrial waste per
year for various materials, in parallel with awareness campaigns and sensitization
towards the citizen, to create an environmental culture to avoid violating the laws
of the environment, especially with regard to random disposal of waste, in addition
to opening the field for the properties and investors in the collection, transport,
sorting and recycling of waste
