Abstract
الملخص:
تتناول هذه المذكرة تحوّل الليبرالية من صيغتها الكلاسيكية، التي شدّدت على الحرية الفردية والدولة المحدودة، إلى الليبرالية الجديدة التي أعادت تعريف مفهومي الحرية والدولة وفقًا لمنطق السوق وآليات المنافسة. وتبيّن أن النيوليبرالية لا تمثّل امتدادًا مباشراً لليبرالية الكلاسيكية، بل انزياحًا عنها، إذ باتت الدولة تضمن انسياب السوق بدلاً من حماية الحقوق. يستند التحليل إلى مساهمات هايك و فريدمان، وإلى قراءة فوكو لليبرالية الجديدة كنمط جديد من الحُكم يدمج السلطة بالعقلانية الاقتصادية، إضافةً إلى نقد تشومسكي لها كإيديولوجيا تعيد إنتاج الهيمنة. وتخلص المذكرة إلى أن النيوليبرالية قد جرّدت الليبرالية من مضمونها التحرّري، مما يستدعي إعادة التفكير في مشروعها الفلسفي في ظل الأزمات الراهنة.
Summary:
This thesis explores the transformation of liberalism from its classical form, which emphasized individual freedom and a minimal state, to neoliberalism, which redefines freedom and the state’s role through market logic and competition. It argues that neoliberalism is not a direct continuation of classical liberalism, but a shift wherein the state ensures market fluidity rather than protects rights. The analysis draws on Hayek, Friedman, contributions, Foucault’s view of neoliberalism as a new form of governance merging power with economic rationality, and Chomsky’s critique of it as an ideology of domination. The thesis concludes that neoliberalism has stripped liberalism of its emancipatory essence, urging a philosophical reassessment in light of current crises.
