| dc.description.abstract | تعتبر البلدية الجماعةاقليمية القاعدية في المنظومة الإدارية الجزائرية،حيث تتمتع بالستقاللية الادارية والمالية مما يسمح لها بممارسةصلاحيتهابصورة أكثر نجاعة وفعالية، غير أن هذه الاستقالية تصدم برقاية تمارسها السلطات الوصيبة والرئاسية ، وقد تشمل هذه المجالس الشعبية البلدية كما تشمل أعمالها حيث أن مدى استقلالية البلدية مرتبط بمدى مرونة هذه الر قابة فنكون أمام أمام استقلالية نسبية في ظل رقابة مشددة وأمام استقلالية معززة في ظل رقابو وصائية مرنةThe municipality is considered the basic regional group in the Algerian administrative system, as it enjoys administrative and financial independence, which allows it to exercise its powers in a more efficient and effective manner. However, this independence is undermined by censorship exercised by the guardian and presidential authorities, and these may include the municipal popular councils as well as their work, as the extent of the municipality’s independence is linked to the extent of its flexibility. With this oversight, we are faced with relative independence under tight oversight and enhanced independence under flexible guardianship oversight. | |
