| dc.description.abstract | يركز البحث على الوضع الراهن وآفاق التحول الرقمي في الجزائر كأداة لمكافحة الفساد. ويناقش الاستراتيجية الرقمية للحكومة، بما في ذلك الإطار الرقمي الوطني، وإنشاء مركز بيانات حكومي، وهيئات التصديق الإلكتروني، وتطوير شبكة اتصالات رقمية دولية. كما يستعرض الأهداف الاستراتيجية -مثل إرساء إطار قانوني وتنمية الموارد البشرية- والتحديات القائمة، كالمحدودية التقنية ونقص المهارات والفجوات التشريعية. وأخيراً، يطرح الفصل توجّهات مستقبلية، مثل تعزيز الشفافية والبنية التحتية وتدريب القوى العاملة، وتبني تقنيات ناشئة كالذكاء الاصطناعي لمزيد من الحد من الفساد.The research focuses on the current state and prospects of digital transformation in Algeria as a tool for combating corruption. It discusses the government's digital strategy—including the national digital framework, the establishment of a government data center and electronic certification bodies, and the development of an international digital communications network. It also reviews strategic objectives—such as establishing a legal framework and developing human resources—alongside existing challenges, including technical limitations, skill shortages, and legislative gaps. Finally, the chapter outlines future directions, such as enhancing transparency, infrastructure, and workforce training, as well as adopting emerging technologies like artificial intelligence to further curb corruption. | |
