| dc.description.abstract | تعتبر جريمة التهريب الجمركي ظاهرة عالمية تؤثر على الحياة الاقتصادية والاجتماعية والثقافية للمجتمعات المختلفة أياً كان النظام الاقتصادي الذي تقوم عليه. إنه اقتصاد مستهدف أو اقتصاد حر. كما أنها من أخطر الجرائم لما لها من آثار سلبية على الاقتصاد الوطني وعلى الصحة العامة. تقع جريمة التهريب الجمركي في صلب النزاعات الجمركية. وهي ظاهرة عالمية خطيرة تهدد الاقتصاد الوطني للدول. وهي تتطور باستمرار نتيجة الوسائل والتقنيات التي يستخدمها المهربون، مما يجعل من الصعب السيطرة عليهم. يتم استيراد وتصدير البضائع خارج الدوائر الجمركية بهدف التهرب من أداء الحقوق والرسوم الجمركية. وبهذا يبدو التهريب الجمركي جريمة تتجاوز حدود الأراضي وتضر بمصالح أكثر من دولة في الوقت نفسه.The crime of customs smuggling is a global phenomenon that affects the economic، social and cultural life of different societies، whatever economic system they are based on. It is a targeted economy or a free economy. It is also one of the most serious crimes because its effects have a negative impact on the national economy and on public health. The crime of customs smuggling is at the core of customs disputes. It is a serious global phenomenon that threatens the national economy of States. It is constantly evolving as a result of the means and techniques used by smugglers،making it difficult to control them. Goods are imported and exported outside customs offices in order to evade the payment of customs rights and duties. In this way، customs smuggling appears to be a crime that transcends the borders of the territories and damages the interests of more than one state at the same time. | |
