Abstract
يعتبر الفساد الإداري من أخطر أنواع الفساد على الإطلاق، لأنه يشبه السرطان الذي يغزو جسد وكيان الإدارات العامة، وقد يصل إلى حد عدم القدرة على إيقافه أو القضاء عليه، وينتشر الفساد الإداري بشكل واسع داخل بيئة إنسانية لا تخضع لأية قيم أخلاقية، وتفتقر إلى أدنى القيم الإنسانية، بالإضافة إلى أنه يظهر نتيجة لأسباب وعوامل سياسية واقتصادية ونفسية واجتماعية مختلفة. ومع ظهور التقنيات الحديثة، أثرت الأخيرة على ظاهرة الفساد الإداري بطريقتين، فكما ساعدت التقنيات الحديثة على انتشار ظاهرة الفساد من خلال القدرة على اختراق العديد من المواقع الحكومية والعامة، وارتفاع معدل القدرة على التهرب من المسؤولية عن جرائم الفساد، فإن هذه التقنيات الحديثة نفسها استطاعت أن تساهم بشكل كبير في مكافحة ومكافحة الفساد بكافة أشكاله، وخاصة الفساد الإداريAdministrative corruption is considered one of the most dangerous types of corruption ever, because it is like a cancer that invades the body and entity of public administrations, and may reach the point of not being able to stop or eliminate it. Administrative corruption is widespread within a human environment that is not subject to any moral values, and lacks the most basic human values, in addition to the fact that it appears as a result of various political, economic, psychological and social reasons and factors. With the emergence of modern technologies, the latter has affected the phenomenon of administrative corruption in two ways. Just as modern technologies have helped spread the phenomenon of corruption through the ability to hack many government and public sites, and the high rate of ability to evade responsibility for corruption crimes, these same modern technologies have been able to contribute significantly to combating and combating corruption in all its forms, especially administrative corruption.
