| dc.description.abstract | حددت المادة 5 من نظام روما الأساسي اختصاص القضاء الدولي الجنائي ( المحكمة الجنائية الدولية) بأربع جرائم (جريمة الإبادة الجماعية،الجرائم ضد الإنسانية،جرائم الحرب،جريمة العدوان) ،إلا أن العالم عرف في الفترة الأخيرة ارتكاب العديد من الجرائم الدولية ، لا تدخل في اختصاص هذه المحكمة ،مثل جرائم الإرهاب التي عبرت كل الحدود ، وعان منها الكثير من الأشخاص و الدول خاصة الجزائر ،وعدم محاكمة هؤلاء الأشخاص أمام القضاء الدولي الجنائي ، يؤثر على تطبيق القانون الدولي الإنساني و تحقيق السلم و الأمن الدوليين في العالم.
