| dc.description.abstract | السلطات الادارية المستقلة هي آلية حديثة تتمتع بالشخصية المعنوية والاستقلال المالي والإداري، لا تخضع لسلطة الحكومة التنفيذية، حيث تم إنشائها سنة 1990 لضبط النظام العام الاقتصادي للدولة، وخول لها صلاحيات ضبطية تتراوح بين الاعمال التنظيمية وأعمال إستشارية، وصلاحيات شبه قضائية، بما فيها من تحكيم وقمع، وتتميز هذه الهيئات بحماية قانونية تمنع أي تدخلات سياسية أو حكومية في مجال تخصصها، فهدفها الأساسي هو ضبط السوق، وتحقيق التوازن فيها، مع تحقيق المصلحة العامة، فهي أداة ووسيلة هامة لضبط وتنظيم القطاعات الحيوية في المجتمع. L'Indépendant administratif authoritys are a modern michanism, that posses legal personality and financial and administrative independence, they are not subject to the executive authority of the government, these authorities were established in 1990 to regulate the state's economic public order, they have been granted regulatory powers ravaging from organisational and consultative fonctions to quasi- judicial powers, including arbitration and enforcement, these bodies are characterised by legal protections ,that prevent political, and governmental interference in their areas of specialisation, their main goal is to regulate the market, and achieve balance within it, while serving the public interest, they are thus an important tool and means for regulating and organising vital sectors in society | |
