| dc.description.abstract | تهدف هذه الدراسة إلى البحث في بدائل استدامة المالية العامة بالجزائر بعد تراجع عائدات المحروقات مع التركيز على خيار التمويل غير التقليدي و أهم تداعياته على مؤشرات الاقتصاد الوطني، و كذا البحث في إشكالية استقلالية بنك الجزائر و طبيعة علاقته بالخزينة العمومية في ظل تطبيق هذه السياسة. خلصت الدراسة إلى أن آلية التمويل التقليدي ستنعكس سلبا على استقلالية و سيادة بنك الجزائر، و هذا بفعل تدخل السلطة التنفيذية ممثلة بالخزينة العمومية في رسم أهداف و أدوات السياسة النقدية إلى جانب بنك الجزائر، إضافة إلى ذلك تتوقع الدراسة ظهور ضغوط تضخمية و انخفاض في القدرة الشرائية مصاحبة لتدهور قيمة الدينار الجزائري. The objective of this study is to study alternatives to the sustainability of public finances in Algeria after the decline in oil revenues, with a focus on non-conventional financing policy and its main implications on national economic indicators and the independence of the Bank of Algeria, The study concluded that the non-conventional financing mechanism would negatively affect the independence and sovereignty of the Bank of Algeria, due to the intervention of the executive power represented by the Treasury in the monetary policy alongside the Bank of Algeria, as well as the emergence of inflationary pressures and the decline in the value of the Algerian Dinar | |
