dc.description.abstractتقدم هذه الدراسة قراءة أكاديمية موضوعية لمقاربة جديدة- المجتمع المدني- تبنتها الدولة الجزائرية في التعديل الدستوري 2020 كمدخل لتفعيل الديمقراطية التشاركية، وآلية مستحدثة لإشراك المواطن في صناعة وتجسيد القرار المحلي؛ هو الموضوع الذي نبتغي من خلاله بداءة تشخيص واقع وأهمية المجتمع المدني في الكيان القانوني للدولة ، والكشف عن دور المجتمع المدني في تفعيل الديمقراطية التشاركية وصنع القرار، مع إبراز أهم المعوقات التي تحول دون نهوض المجتمع المدني بدوره المنشود. هي النقاط المستهدفة من هذه الدراسة التي نتبع فيها مزيجا بين المنهج الوصفي والمنهجي الإستقرائي والمنهج التحليلي، لوصف الإطار المفاهيمي لهذه المقاربة وإبراز مقومات تفعيلعا، هذا من أجل الوصول إلى تقديم مفاتيح تعزيز دور المجتمع المدني في تحقيق الديمقراطية التشاركية والمشاركة الحقة في صنع القرار المحلي والوقوف على تنفيذه. In this academic study, I looked closely at the new approach- Civil society- adopted by the Algerian legislature in constitutional amendment 2020, As a new mechanism for implementing participatory democracy, Involving citizens in the decision-making process. The study aims to clarify the concept and importance of civil society in the legal system of the stat, and role assigned to it in decision-making. This study was based on a common methodology (Descriptive method- inductive method- analytical method) to present a general perception of civil society, and providing solutions to enhance the role of civil society in decision-making and its implementation.
