| dc.description.abstract | الملخص : تعد الخدمات التعليمية من أهم الخدمات التي تسهم في تطور المجتمعات وتحضرها من خلال توفير الإطارات العلمية والفنية والمهنية التي تساعد على بناء المجتمع في كل المجالات الاقتصادية والاجتماعية والسياسية والثقافية والتكنولوجية، حيث يعتبر التعليم الحلقة الأولى في سلم التطور في أي بلد سواء كان متقدما أو متخلفا، الذي لا يحقق ثماره إلا وفق عملية علمية مبنية على مجموعة من التدابير المعتمدة والموجهة بالقرارات والإجراءات المستمرة لتحقيق أهداف مستقبلية مبنية على أسس تخطيطية. ويهدف هذا المقال إلى التعرف على واقع التخطيط للخدمات التعليمية في الدول العربية، من خلال بعض الدراسات والتقارير العربية حيث قمنا بتوظيف المنهج الوصفي التحليلي، لنتوصل في الأخير إلى أن أي تخطيط ناجح لا يتم إلا وفق أسس ومعايير عالمية تضمن تحقيق العدالة في توفير وتوزيع هذه الخدمات على المدن . Abstract : Educational services are one of the most important services that contribute to the development of societies and their urbanization through the provision of scientific, technical and professional frameworks that help to build society in all fields such as: economy, society, politics, culture and technology, where education is the first link in the ladder of development in any country, whether advanced or backward , Which does not bear fruit except in accordance with a scientific process based on a set of measures adopted and directed by decisions and ongoing actions to achieve future goals based on planning grounds. This article aims to identify the reality of planning for education al services in the arab countries through some studies and reports with the adoption of analytical descriptive approach to achieve that any successful planning is only accordance with the foundations and the international standards that ensure justice in the provision and distribution of these services to cities. | |
