| dc.description.abstract | تمثل ظاهرة عصابات الأحياء معضلة اجتماعية على المستويين الدولي والوطني بشكل خاص، حيث فرضت على كافة الهيئات العاملة دق ناقوس الخطر، حيث تشكل هذه الجماعات الإجرامية تهديدا لأمن واستقرار المجتمعات، كما تناول المشرع الجزائري هذه الظاهرة من خلال إصدار الأمر رقم 03-20 الصادر في غشت 2020 المتعلق بالوقاية من عصابات الأحياء ومكافحتها. تهدف هذه الدراسة إلى تسليط الضوء على سياسة المشرع الجزائري في تجريم عصابات الأحياء، ومعرفة السياسة الرادعة التي اعتمدها المشرع الجزائري في مواجهة هذه العصابات. وخلصت هذه الدراسة إلى ضرورة التطبيق الصارم لأحكام الأمر رقم 03-20 واعتماد سياسة اقتصادية فعالة للقضاء على المشاكل التي تواجه الشباب كالبطالة، فضلا عن توفير تغطية أمنية شاملة داخل الأحياء السكنية للحد من انتشار هذه الظاهرة .The phenomenon of neighborhood gangs represents a social dilemmaat the international and national levels in particular, as it has imposed on all working bodies to sound the alarm, as these criminal groups pose a threat to the security and stability of societies, as the Algerian legislator addressed this phenomenon by issuing Order n° 20-03 issued in August 2020 on the prevention and control of neighborhood gangs. This study aims to highlight the policy of the Algerian legislator incriminalizing neighborhood gangs, and to know the deterrent policy adopted by the Algerian legislator to confrontthese gangs. This study concluded the need for strict application of the provisions of Ordinance n° 20-03 and the adoption of an effective economic policy to eliminate the problems facingyoung people, such as unemployment, as well as to provide comprehensive security coverage within residential neighborhoods to limit the spread of this phenomenon. | |
