ملخص
تهدف هذه الدراسة إلى إبراز العلاقة بين الصناديق السيادية والنظام المالي العالمي، والدور الذي تلعبه الصناديق السيادية في تحقيق
الاستقرار الاقتصاديات دول العالم سواءاً الدول المالكة لها أو المستقبلة الاستثماراتها. من جهة أخرى، فقد تم إسقاط هذه العلاقة وهذا الدور على الصندوق السيادي الجزائري الذي أنشئ سنة 2000م نتيجة تحقيق الدولة الفوائض مالية ناتجة أساسا عن ارتفاع أسعار النفط العالمية، وقد سمي بـ "صندوق ضبط الموارد بهدف تحويل العجز الحاصل في الخزينة
سيادي جزائري هذا المجال. العامة للدولة، كما تم اقتراح صندوق حديد بالاعتماد على تجارب عالمية رائدة في وقد توصلت الدراسة إلى أن الصناديق السيادية أداة استثمارية فعالة تعزز قدرة الاقتصاد على التصدي لمختلف الأزمات المالية والاقتصادية العالمية وبذلك العمل على تحقيق الاستقرار للنظام المالي العالمي، كما أن صندوق ضيط الموارد التي قامت الحكومة الجزائرية بإنشائه يحتوي التي على العديد من النقائص التي تغطي مجال عمله وتسييره مقارنة بصناديق سيادية أخرى وفي ضوء النتائج توصلت لها هذه الدراسة تم تقديم مجموعة من الاقتراحات والتوصيات للبحوث ت المستقبلية
Abstract:
This study aims at highlighting the relationship between sovereign funds and global financial system, and the role that sovereign funds have been playing in stabilizing the world economies either for the countries that own them or for the ones that received their investments. However, we had investigated in this relationship taking the Algerian sovereign fund as a case study, which was created in 2000 due to financial surpluses basically resulting from the oil prices scaling up and it has been called "Adjust Resources fund" in order to finance the budget deficit and it has also been proposed a new Algerian sovereign fund depending on international
experiences pioneer in this field. This study shows that sovereign funds are an effective investment tool to reinforce the ability of economic to addressing the different financial and global economic crisis, and this stabilizing the global financial system. Moreover, the adjust resources fund that the Algerian government has been created, contains many imperfections should be remedied.
Based on study findings some recommendations and suggestions for future research are also provided.
