Abstract
ملخص
هدفت هذه الدراسة إلى إبراز دور بطاقة الأداء المتوازن في تعزيز نظام مراقبة التسيير بالمؤسسات الاقتصادية الناشطة في بيئة الأعمال الجزائرية، في سياق البحث على الأدوات المثلى لقياس وتقييم أداء المؤسسة، ولتحقيق أهداف المؤسسة تم الإعتماد على المنهج الوصفي في وصف الظاهرة المدروسة وإسقاط ذلك على الجانب الميداني بالإعتماد على المنهج التحليلي لتحليل مختلف النتائج المتوصل عليها، دراسة حالة مؤسسة الحليب عثماني بخنشلة باستخدام مجموعة من الأدوات: المقابلة، الملاحظة، والتحليل الوثائقي لجمع البيانات والمعطيات للتمكن من إقتراح نموذج لبطاقة الأداء المتوازن للفترة 2021-2023.
خلصت الدراسة إلى نتائج بالغة الأهمية مفادها أن اعتماد بطاقة الأداء المتوازن يعزز عملية التقييم والقياس الأمر الذي يؤدي حتما إلى دعم نظام مراقبة التسيير في المؤسسة محل الدراسة.
Abstract
This study aimed to highlight the role of the Balanced Scorecard in strengthening the management control system in economic institutions operating within the Algerian business environment. In the pursuit of optimal tools for measuring and evaluating organizational performance, the descriptive method was adopted to describe the phenomenon under study, alongside the analytical method to interpret the results obtained in the field. A case study was conducted at the Othmani Dairy Company in Khenchela, using a set of tools including interviews, observation, and document analysis to collect data and information. The objective was to propose a Balanced Scorecard model for the period 2021–2023.
The study yielded significant findings, most notably that the adoption of the Balanced Scorecard enhances the processes of evaluation and performance measurement, which in turn strengthens the management control system within the studied institution.
