Abstract
ملخص:
تهدف هذه الدراسة إلى تحليل العلاقة بين النمو الحضري وحوادث المرور في البيئة الحضرية الجزائرية.
من خلال اتخاذ مدينة خنشلة نموذجا ميدانيا. وقد جاءت هذه الدراسة في ظل ما تشهده المدن الجزائرية من توسع عمراني متسارع وغير مهيكل في كثير من الأحيان، أدى إلى ظهور عدة مشكلات حضرية، من بينها الارتفاع المقلق في معدلات حوادث المرور، نتيجة اختلالات على مستوى التخطيط البنية التحتية وسلوكيات مستعملي الطريق.
اعتمدت الدراسة على منهج تحليلي مدعم بأدوات ميدانية شملت الملاحظة المباشرة، المقابلات مع الفاعلين المحليين، والوثائق والإحصائيات الرسمية، وركزت على تشخيص واقع التوسع العمراني في مدينة خنشلة، وتحديد ارتباطه بمواقع تركز الحوادث المرورية، مع محاولة تفسير الأسباب الكامنة وراء ذلك.
وقد توصلت الدراسة إلى أن النمو الحضري غير المنظم في المدينة ساهم في خلق بيئة مرورية غير آمنة. نتيجة لتفاقم الاكتظاظ المروري، ضعف البنية التحتية غياب التنسيق بين الجهات المسؤولة، وانخفاض مستوى الثقافة المرورية لدى بعض الفئات. كما تبين أن هناك علاقة طردية بين وتيرة التوسع الحضري وعدد الحوادث المسجلة، خاصة في المناطق التي نشأت حديثا دون مراعاة للتهيئة المرورية.
واختتمت الدراسة بجملة من التوصيات من أبرزها ضرورة دمج التخطيط المروري ضمن الاستراتيجيات العمرانية، وتفعيل الرقابة المرورية إلى جانب تعزيز التوعية والتربية المرورية لدى مستعملي الطريق، بما يساهم في الحد من حوادث المرور وضمان سلامة التنقل داخل المدن.
Abstract:
This study aims to analyze the relationship between urban growth and traffic accidents within the urban environment of Algerian cities, using the city of Khenchela as a field case study. The research emerges against the backdrop of rapid and often unplanned urban expansion in Algerian cities, which has resulted in various urban problems, notably the alarming increase in traffic accident rates. These issues stem from deficiencies in urban planning, infrastructure, and the behavior of road users.
The study employs an analytical descriptive methodology supported by field tools, including direct observation, interviews with local stakeholders, and the analysis of official documents and statistics. It focuses on diagnosing the reality of urban expansion in Khenchela and identifying its correlation with accident-prone locations, while attempting to explain the underlying causes.
Findings indicate that unregulated urban growth has contributed to creating an unsafe traffic environment due to increased congestion, inadequate infrastructure, lack of coordination between responsible authorities, and low traffic awareness among certain groups. Moreover, a direct correlation was observed between the pace of urban expansion and the number of recorded accidents, particularly in newly developed areas lacking proper traffic arrangements
The study concludes with a series of recommendations emphasizing the integration of traffic planning into urban development strategies, enhancing traffic enforcement, and promoting road safety education among road users, all aimed at reducing traffic accidents and ensuring safer urban mobility.
