Abstract
يعتبر الحق في السكن من أهم المبادئ التي تكفل كرامة الإنسان، وتضمن له الاستقرار، وهو السبب المباشر الذي جعل المشرعين على مستوى مختلف الدول يتدخلون بغية إضفاء صبغة دستورية عليه، للرفع من شأنه وليصبح ملزما لكافة السلطات، وهو ما ساهم في نقله من الإطار النظري إلى الفعلي من خلال مجموعة من الأطر المؤسساتية والصيغ السكنية. ولذلك جاء هذا المقال ينشد بيان أهم المفاهيم المتعلقة بثنائية المقال المتمثلة في الترقية العقارية والحق في السكن، وبيان مختلف الصيغ السكنية التي جاءت لتطبيق هذا الحق في الجزائر. The right to housing is considered one of the most important principles that guarantee human dignity and stability. Therefore, states have tried to activate this right through a group of stakeholders. Therefore, this article came to explain the concepts related to the right to housing, as well as the functionality of real estate promotion in achieving this by identifying the intervening factors and in applying this right, as well as the various housing formulas adopted in this context.
