Abstract
شهدت ظاهرة عصابات الأحياء انتشارا كبيرا في السنوات الأخيرة، وتعتبر من أخطر الجرائم التي تهدد سلامة وأمن الأفراد في المناطق السكنية بشكل عام، والمجتمع الجزائري بشكل خاص.
ومن أجل الحد من هذه الظاهرة والقضاء عليها، أصدر المشرع الجزائري قانونا خاصا يستهدف هذه العصابات، وهو الأمر رقم 03/20 المتعلق بالوقاية من عصابات الأحياء ومكافحتها. ويتبنى هذا القانون استراتيجية تجمع بين الوقاية والردع للقضاء على هذه الظاهرة وإعادة السلام والهدوء المعتاد إلى مناطقنا السكنيةThe phenomenon of neighborhood gangs has seen a significant spread in recent years and is considered one of the most dangerous crimes threatening the safety and security of individuals in residential areas in general, and the Algerian society in particular.
In order to curb and eliminate this phenomenon, the Algerian legislator has enacted a specific law targeting these gangs, namely Ordinance No. 03/20 related to the prevention of neighborhood gangs and their combat. This law adopts a strategy that combines prevention and deterrence to eliminate this phenomenon and restore the usual peace and tranquility to our residential areas
