Abstract
تُعدّ حماية البيئة وتحقيق التنمية المستدامة من التحديات الرئيسية التي تواجه السياسات العامة الحديثة اليوم، وذلك لضرورة ضمان التوازن بين النمو الاقتصادي والحفاظ على الموارد الطبيعية.
وفي هذا السياق، يبرز الوالي كفاعل محوري على المستوى المحلي، بصفته ممثل الدولة المسؤول عن تطبيق القوانين واللوائح المتعلقة بالبيئة والتنمية المستدامة. ويمارس الوالي صلاحيات عديدة، لا سيما في مجالات الرقابة الإدارية البيئية، ومكافحة الأنشطة الملوثة، وحماية الصحة العامة، والمشاركة في تخطيط استخدام الأراضي.
وتُبين الدراسة أن فعالية دوره تعتمد أساسًا على التنسيق بين مختلف الجهات الفاعلة المحلية، فضلًا عن الموارد البشرية والمادية المتاحة. وتخلص الدراسة إلى ضرورة تعزيز آليات التدخل المحلية لضمان حماية بيئية فعالة وتعزيز التنمية المستدامة المتوازنة.Environmental protection and the achievement of sustainable development are among the key challenges facing modern public policy today, given the need to balance economic growth with the preservation of natural resources.
In this context, the *Wali* (Governor) emerges as a pivotal local actor, serving as the state representative responsible for enforcing laws and regulations concerning the environment and sustainable development. The *Wali* exercises various powers, particularly regarding environmental administrative oversight, the curbing of polluting activities, the protection of public health, and participation in land-use planning.
The study demonstrates that the effectiveness of this role depends primarily on coordination among various local stakeholders, as well as on the available human and material resources. It concludes by emphasizing the need to strengthen local intervention mechanisms to ensure effective environmental protection and foster balanced sustainable development.
