    Le rétrécissement des terres agricoles est considéré comme l'un des problèmes les plus importants dont souffre l'Algérie à l'heure actuelle en raison de nombreux facteurs. Le phénomène de la construction anarchique est le plus importante de raison de rétrécissement de ces terres. Ce qui a amené le législateur foncier à promulguer la loi n° 01-20, dont est issu le schéma national d’aménagement du territoire « SNAT », qui est jugé comme un nouveau mécanisme de protection et de valorisation des terres agricoles dans le nord du pays The shrinking of agricultural land is considered to be one of the most important problems facing Algeria at the present time due to many factors. The phenomenon of lawless construction and its repercussions on fertile agricultural land adjacent to cities is the most important reason for the shrinking of these lands. This led the land legislator to promulgate Law No. 01-20 relating to spatial planning and its sustainable development, from which the national spatial planning plan "SNAT" emerged, which is considered to be a new one mechanism for the protection and enhancement of agricultural land in the north of the country
