    In light of the financial issues that define local government budgets, and the scarcity of financial resources, which most researchers admit is the primary reason for the shortcomings of local government economic roles. This study focuses on one of the proposed solutions for generating new development funding sources for these local government and utilizing them in the field of sustainable local development in accordance with the requirements for achieving environmental security. في ظل القضايا المالية التي تحدد ميزانيات الحكومات المحلية، وشح الموارد المالية، والتي يعترف معظم الباحثين بأنها السبب الرئيسي لقصور الأدوار الاقتصادية للحكومات المحلية. وتركز هذه الدراسة على أحد الحلول المقترحة لتوليد مصادر تمويل تنموية جديدة لهذه الحكومات المحلية وتوظيفها في مجال التنمية المحلية المستدامة بما يتوافق مع متطلبات تحقيق الأمن البيئي.
